Charles J. Ganim, Ph.D.
President & CEO
Charles J. Ganim is the founder of the VMC Group, Inc.,
and serves as its President and CEO. He has a Bachelor of Science degree in
Industrial (Methods) Engineering, a Masters of Science degree in Operations
Research (the use of mathematics and technology in solving management
problems), and a Doctor of Philosophy in Organizational Communications
(Project Management, Human Relations and improvement of communications
between elected and appointed officials).
Dr. Ganim’s experience spans over forty years of work in the private and
public sectors, and comprises projects in the focus areas of each of VMC’s
divisions.
He has conducted more than four hundred projects for municipalities and
school districts in New York State and Florida. His consulting work has
included labor relations, and Methods Engineering and technology projects
for rural counties in New York State, including Niagara, Orleans, Genesee,
Livingston, Steuben, Cortland, Warren, Clinton, St. Lawrence and Greene
Counties. In addition, he has provided efficiency reviews of heavy equipment
and vehicle maintenance functions for Monroe County (Florida), the City of
Key West (Florida), and the Mt. Lebanon School District (Pittsburgh, PA)
among others.
Dr. Ganim also served as the consultant for the Gold Coast League of Cities
in Florida, which included the Counties of Dade, Broward and Palm Beach, and
all of the local governments within those counties, providing job
classifications and salary studies, staffing studies, labor relations,
psychological testing of law enforcement personnel (as well as other
screening techniques), organizational studies, leadership training for
elected and appointed officials, and policy formulation.
Under his supervision, VMC’s Transportation Management division has provided
guidance, task specific software, management services, and procedure design
and development to 13 New York State counties. This work includes the design
of the transportation standards, policies, and procedures for preschool
transportation programs in Albany, Cattaraugus, Cayuga, Greene, Madison,
Niagara, Oneida, Onondaga, Schenectady, and Wyoming Counties, and the adult
(Medicaid and Welfare-to-Work) transportation and related programs in
Cattaraugus, Cayuga, and Greene Counties. Further, in Rockland County Dr.
Ganim worked with a consortium of school districts to plan a unified
inter-district transportation system for Special Education students.
